PK20657: INVALID JCL CAN BE CREATED USING THE MODIFY UTILITY AND USER SKELETONS

Error description

• When building MODIFY utilities which include user skeletons, JCL
  can be created with incorrectly resolved variables.  This can
  occur when a repository cleanup step is created, but no DB2
  utility is created (if the step includes only an INDEX object,
  the MODIFY RECOVERY utility is not created).
  
  This fix will prevent a user skeleton from being processed in a
  MODIFY utility if the corresponding DB2 utility is not created.
