This APAR is providing enhancement for the following:
1. Publisher API Console
2. Facilitate passthru of journal switch command to
publisher api client.
3.Publisher API system entries are lost from chain of entries
causing ECSA storage to be stranded.
4. Change to Publisher message CEX5032I - max clients
5. Change to Publisher message CEX5025I - prot key 7 error
