PK13450: HPIC FAILS WITH IEC141I 13-20 WHEN RECFM=U FOR A DATASET THAT IS PRE-ALLOCATED

Error description

• When HPIC tries to use BLKSIZE=0 for RECFM=U IC data set that
  is pre-allocated, HPIC fails with IEC141I 13-20.

  The HPIC Image Copy function terminates with RC=8 and the
  message IEC141I S013-20, when the image copy data set is
  defined on JCL DD statement and its BLKSIZE is smaller than
  LRECL of the image copy data set.
  Because the HPIC opens the image copy data set by the BLKSIZE
  that is specified on JCL DD statement.
  

Problem conclusion

• FABJDOPN has been modified to use the system determined BLKSIZE,
  when the BLKSIZE on DD statement is smaller than LRECL of image
  copy data set.
