PI98654: NEW OPTION TO RECREATE UNRECOVERABLE OBJECTS OR MAKE IT EMPTY

Error description

• Db2 Recovery Expert currently supports two options for
  unrecoverable objects: 1) Ignore, or 2) Abort plan
  generation with appropriate error message.
  A new third option is added in this enhancement. With this
  new option, Db2 Recovery Export will handle certain
  unrecoverable objects with the following logic:
  - If object is dropped, generate a CREATE
  - If object was ALTERed after the recovery PIT, generate
  DROP and CREATE for the previous versions
  - If object exists, do not generate any DDL and perform
  LOAD REPLACE to make it empty
