• Abend 0D3 00000013 while shutting down queue managers ( qmgrs )
  for an IPL.

  * PROBLEM DESCRIPTION: Abend 0D3-00000013 occurs in CSQMEOTC   *
  *                      during end of task processing.          *
  ****************************************************************
  A task ended abnormally while running in Key 8 problem state
  in reduced authority mode.
  When the task reached EOT, CSQMEOTC attempted to switch to
  reduced authority mode and abended 0D3 because the TCB was
  already marked as reduced authority.
  

Problem conclusion

• Additional recovery is added to CSQMALCH to reset reduced
  authority mode while handling abends that occur in called
  routines that operate in Key 8 Problem State.
