Error description

• This error occurs when another job already has the Interval
  dataset (CQMINTER) opened when CQM is trying to open it. The
  open failure subsequently results in an S138 ABEND indicating
  CQM is issuing an ENQ for a resource it had already ENQ'ed on.
  In the normal course of processing in every interval, CQM opens
  and updates the INTERVAL dataset. Before opening the INTERVAL
  dataset, CQM issues an ENQ, once done with the INTERVAL dataset,
  it closes it and issues a DEQ. In this case the open failure
  causes CQM to bypass the DEQ, resulting in all subsequent
  intervals to fail on the ENQ because it is already held. From
  that point CQM stops collecting data because the INTERVAL
  dataset is not available for its processing.
