PI96495: MEMORY LEAK WHEN PROCESSING DBCTL/CICS MAY CAUSE CICS TO ABEND U1800 OR U0143

Error description

• A memory leak when processing DBCTL/CICs regions may cause the
  CICS regions to abend U1800/U0143 due to memory exhaustion in
  the CICS region(s).  This fix addresses the memory leak. This
  fix also moves the region type filtering to a point earlier in
  the data accumulation process to make filtering of excluded
  region types more efficient.
