Error description

• ABEND0C1 IHCYDB10, near offset x'47C2' when HTK is run under
  an unsupported version of IMS.                              S0C1

Problem summary

  The IMS version check process in HALDB Toolkit is not correct.
  HALDB Toolkit did not detect the unsuppoted version of IMS and
  tried to proceed forward with it's next step, which in turn
  caused the ABENDS0C1.
  

Problem conclusion

• This APAR modifies the program so that the IMS version check
  process detects and properly reports back the unsupported
  version of IMS.
