Problem summary

  * PROBLEM DESCRIPTION: Excessive compilation time.             *

  When using INITCHECK, the compiler was gathering information
  about all data items for each sub program, even if the data
  items were not accessible by the sub program.
  

Problem conclusion

• Compiler was updated to avoid gathering preliminary information
  on data items not in the scope of the current program when
  using INITCHECK.
