PI93730: BMP JOB CAN GET ABENDS0C4 WHEN ORF BMP PAUSE FEATURE IS ENABLED

Error description

• A BMP job whose TCB's TCBJLB field does not point to any DCB
  gets ABENDS0C4 when ORF BMP pause feature is enabled. The TCBJLB
  field can be 0 if the job has neither JCLLIB, STEPLIB nor
  TASKLIB.

  A BMP job whose TCB's TCBJLB field does not point any DCB gets
  ABEND S0C4 when ORF BMP pause feature is enabled. The TCBJLB
  field can be 0 if the job has neither JOBLIB, STEPLIB nor
  TASKLIB.
  

Problem conclusion

• ORF BMP pauser has been modified so that it will not access the
  JOBLIB DCB when the TCBJLB field of the jobstep TCB is 0.
