Error description
When configuration for the Product Insights feature is dynamically updated (while server is running), and is changed to a configuration that does not allow reporting to a Product Insights service, then the WebSphere application server will continue to attempt to send usage metrics, even though the Product Insights configuration is incorrect. The specific scenario is as follows: 1) Correctly configure Product Insights and start the server 2) Registration is successful, and usage also sends successfully 3) Change Product Insights configuration such that it is incorrect (for example, SSL is bad - like wrong certificate) 4) Registration fails; then attempt to send usage, which also fails.

Problem conclusion
The WebSphere Product Insights enablement feature will be updated to stop sending usage metrics when the configuration is dynamically updated until registration with the Product Insights service is successful. The fix for this APAR is currently targeted for inclusion in fix packs 9.0.0.8 and 8.5.5.14 for WebSphere Application Server and 18.0.0.1 for WebSphere Application Server Liberty.
