PI90862: VARIOUS ENHANCEMENTS TO IMPROVE THE DISCARD SUPPORT IN EXTERNAL LOAD

Error description

• This enhancement improves external load's handling of discarded
  SYSREC records.  It will:
  - Provide support for discard datasets on IDAA_ONLY type loads
  - Add support for the DB2 Load IGNORE keyword. This keyword
  allows users finer control over different discard conditions.
  - Change how the Loader reacts when records are discarded to
  make it match the behavior of DB2 LOAD.
