PI90567: COMPILE FAILS WITH ERROR: IGYCB7147-U INTERNAL ERROR DETECTED IN "CDA" PHASE

Error description

• Compiler fails to compile the programs containing a PROCEDURE
  DIVISION with the USING phrase, while referencing
  unbounded data items with the BY REFERENCE phrase, and
  compiling with the TEST option by issuing error message:
   "IGYCB7147-U Internal error detected in "CDA" phase
  at ddpi_wcode_utilc:1439".
  

Local fix

• Use NOTEST instead of TEST
