Error description

• When scheduling an environment reservation on a release that has
  a conflict, the date column displays dates the US format, not in
  the users chosen date format.

Problem conclusion

• We not wrap the date outputted to the Environment Reservation
  conflict note row in a locale function so it formats to the
  locale of the current user.
