Error description
In Rational Software Architect Designer, when using the Modeling > Publish > Web menu option and publishing the model, the tool keeps some files open so if you try to zip the folders and files or delete them, you will get an error that the files are in use.
Local fix
If you close RSA and try the action again, you should be able to do that.

Problem conclusion
Under preferences, in "Model Publishing" category, a new checkbox "Clear handles to files used in web publish" has been added which is unchecked by default. After the user checks this and runs the web publish, he will be able to zip the web publish related files after the web publish completes..
