PI89715: ISPF UI CHANGES TO MAKE IT MORE CONSISTENT

Error description

• ISPF UI changes to make it more consistent:
  1. The 'Redirected Recovery options' panel should not be
  displayed every time user goes into recovery plan generation.
  It should only be displayed when user changes 'Redirected
  Recovery' field from 'N' to 'Y', or when 'U' is entered.
  2. Change the 'Select Target SSID for Recovery' panel to exit
  when user presses the PF3 key instead of the Enter key.
