Error description

• APAR PI75481 makes  performance worse as it results in a
  re-parse of server.xml for every single HTTP request through
  CICS Liberty.

  * PROBLEM DESCRIPTION: APAR PI75481 degrades CICS response     *
  *                      time when processing HTTP requests in   *
  *                      a Liberty JVM server as it results      *
  *                      in a parse of server.xml for every      *
  *                      HTTP request.                           *
  ****************************************************************
  CICS parses server.xml looking for the SafRegistry element
  on every HTTP request through CICS Liberty. This increases
  the CPU usage and response time to process HTTP requests in
  a Liberty JVM server.
  

Problem conclusion

  CICS Liberty has been changed to parse server.xml once on
  startup.
