PI86991: ARY#YARC - ERROR ALLOCATING LOCAL LOG BECAUSE OF HSM BACKUP CONTENTION

Error description

• DR Prep job may run into contention issue when allocating the
  local log if the log is being backed up by HSM. DB2 Recovery
  Expert will reattempt the allocating in this case to avoid a
  failed run.
