PI86623: POTENTIAL HANG WITH DETECT_DATA_CHANGES ON PARTITIONED TABLE

• Closed as program error.

Error description

• The loader can hang if DETECT_DATA_CHANGES is coded as an option
  in the LOAD syntax, the target table is range partitioned and
  the first partition is skipped because no changes have occurred
  in the base table.
