PI86054: The COBOL run-time fails to free SYSIN buffers at enclave termination

Error description

• For COBOL programs using ACCEPT ... FROM SYSIN, the run-time
  fails to free the buffers allocated for SYSIN when the enclave
  terminates.
  
  This is generally harmless, but if for some reason enclaves are
  repeatedly created and destroyed, the buffer leak can cause an
  out of memory problem below the line.

Problem summary

  * USERS AFFECTED: Enterprise COBOL V5+ users running programs  *
  *                 that ACCEPT from SYSIN, or DISPLAY upon      *
  *                 SYSPUNCH, the programs are called from       *
  *                 non-LE assembler repeatedly, and the LE      *
  *                 Enclave that the COBOL program is executed   *
  *                 is terminated.                               *

  * PROBLEM DESCRIPTION: Memory leak/Short on storage ABEND:     *
  *                      The DFSMS buffer for the SYSIN or       *
  *                      SYSPUNCH was not released at the LE     *
  *                      Enclave termination processing.  If     *
  *                      such a COBOL program was repeatedly     *
  *                      called from a non LE ASM program, this  *
  *                      could cause the LE Enclave to be        *
  *                      initialized and terminated for each     *
  *                      call, and a memory leak would occur.    *
  *                      Depending on the user program's memory  *
  *                      requirements, this could cause an out   *
  *                      of memory condition/short on storage    *
  *                      condition.                              *

  At LE enclave termination, FREEPOOL is used to release storage
  allocated by DFSMS for ACCEPT from SYSIN, or DISPLAY upon
  SYSPUNCH.
