Problem summary

* PROBLEM DESCRIPTION: When the parent table is dropped,       *
*                      its foreign key should not be           *
*                      recreated.                              *

* RECOMMENDATION:                                              *
****************************************************************
When comparing a table and its foreign key on the target DDL
with a foreign key only on the source DDL, the table will
be dropped and the foreign key will be recreated.  Because the
parent table was dropped, the creation of the foreign key will
fail with error ADBC002E / msgadbc002e:

ADBC002E severe error in merge, added FK already exists

Problem conclusion
