PI82088: Prevent Error loop when TDQ is unavailable for write

Error description

Changes to make sure we don't check the messages catalog
until after the TDQ name is established. This prevents error
looping. In the event of an error before the TDQ name is
established any error messages generated will contain the
default message.

If the Optimized Local adapters message catalog is unavailable
when a error occurs early in the execution of the BBOC command a
hang can occur

Problem conclusion

This problem is corrected by not checking the messages catalog
until after a TDQ has completed setup.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
