Error description

When calling the normalizeUnixStylePath method with a path
such as "//META-INF/resources/css", this path should be
normalized to "/META-INF/resources/css" - with the leading
double slash modified to a single slash.  This is currently
not happening in all cases.

Additionally, the checkCase method in PathUtils is behaving
inconsistently.  It is always returning true on case
sensitive file systems, but it may return false on case
insensitive file systems when he case of the path does not
match the case of the specified file.  This behavior should
be the reverse - it should always return true for case
insensitive file systems, and return false on case sensitive
file systems when the case of the path does not match the
case of the specified file.

The fix for this APAR is to ensure that leading double slashes
are converting to leading single slashes, and that the checkCase
method always returns true for case insensitive file systems and
checks the case for case sensitive file systems.

The fix for this APAR is currently targeted for inclusion in fix
