Error description

• This APAR provides the following small enhancements of NEWDBD
  control statement:
  1. Remove a restriction that the NEWDBD control statement
  cannot be specified when the smart reorg utility runs after the
  Pre-Reorg utility for databases with external logical
  relationships.
  
  2. Add a new message HPSG0349I for the case that the length of
  a compressed segment is changed in NEWDBD:
  HPSG0349I DBD CHANGE FOUND IN COMPRESSED SEGMENT
