Error description
COPY of a list of PBG tablespaces at partition level that runs with OPTIONS EVENT(ITEMERROR,SKIP) keeps the read claim class even after the partition has been copied and the next object in the list is processed. This causes applications to timeout with the following: DSNT501I +DB2P DSNB1DRA RESOURCE UNAVAILABLE REASON 00C200EA TYPE 00000200 . According to the manual , when OPTIONS EVENT(ITEMERROR,SKIP) is specified the read claim class is held only while the object is being copied.

COPY acquired the part claim and table space claim for allocation duration when the copy process began on a partitioned object, but held the table space level claim even after the copy on that object completed until the end of the COPY utility. This caused time outs with concurrent SQL (mass delete).
Problem conclusion
When the COPY utility has completed copying all partitions of a table space specified in a list, it will release the table space level claim.
