PI77430: ORF JOB GETS ABEND0C4 FOR A HALDB THAT DOES NOT HAVE KEYSTRNG DEFINED IN RECON

Error description

• When a HALDB does not have KEYSTRNG defined in RECON, ORF calls
  a partition selection routine supplying the KEYSTRNG information
  with an invalid length, which causes the partition selection
  routine to get ABEND0C4.

Problem conclusion

• This APAR modifies the program so that ORF supplies correct
  information to a partition selection routine even when a HALDB
  does not have KEYSTRNG defined in RECON.
