• Closed as program error.

Error description

• After applying ptf UI42659 (for z/OS 2.2) or UI42660 (for z/OS
  2.1), COBOL run-time message IGZ0170S may be received, followed
  by U4094.
  

Local fix

• Remove UI42659/UI42660

  *                      the number of open files in a program   *
  *                      was not being decremented properly,     *

  *                      emitted unnecessarily.                  *

  The logic to increment and decrement the open file counter has
