The pluginUtility command-line tool offers a merge action to merge two or more plugin-cfg.xml files. The merge action has a sourcePath option and can point to a directory that contains plugin-cfg.xml files. If the directory does not contain at least two plugin-cfg.xml file an error message is output but it is not translated.
