PI70503: ORF DOES NOT ISSUE PSTOP REGION WHEN THE TARGET DATABASE IS HALDB

Error description

• When an ORF job needs to stop a HALDB which is used by a WFI
  BMP, ORF fails to recognize the WFI BMP and never issues PSTOP
  REGION command against the WFI BMP, which causes the ORF job to
  wait.

Problem conclusion

• When an ORF job needs to stop a HALDB that is used by a WFI BMP,
  ORF fails to recognize the WFI BMP and never issues PSTOP REGION
  command against the WFI BMP, which causes the ORF job to wait.
  This APAR fixes the program so it can recognize the WFI BMP that
  uses the database being stopped even when the database is a
  HALDB.
