Error description

• Currently, if IMSCMD=YES,TOSI is specified and the target
  database is still used by a long-running BMP, the Smart Reorg
  utility job terminates with the following messages:
  +HPSG2102I UNABLE TO ISSUE /DBD BECAUSE DATABASE=database IS IN
  USE:imsid
  +HPSG0334I UNABLE TO OBTAIN READ-EXCL AUTHORIZATION FOR DATABASE
  database; USED BY imsid
  +HPSG0335E DBRC AUTHORIZATION CONDITION IS NOT SATISFIED
  
  This APAR provides new options to retry the check if the target
  database is not used by any BMP or MPP (HPSG2102I).

  | the TOSITEST control statement and the database is still
  | being used, the Smart Reorg utility issues message HPSG2102I
