PI67231: Inconsistent installUtility/feature error messages when installi ng features or depending features not found on repository

Error description

When installing features and it, or one of its depending
features matching the current product version are not found
on the configured repositories, the
installUtility/featureManager will display an error message
and list the available version of the feature found on the
repositories. However, the listed version may vary from run
to run. It is supposed to show the latest version of the
feature found on the repository instead of a random version.

When installing features and it, or one of its depending
features matching the current product version are not found on
the configured repositories, the installUtility/featureManager
will display an error message to the user and list the available
version of the feature found on the repositories. However, the
listed version may vary from run to run. It is supposed to show
the latest version of the feature found on the repository
instead of a random version.

Problem conclusion

The problem is fixed by implementing a version sorting mechanism
to make sure we always display the latest version of the
installing/depending feature found on the repositories.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.3.  Please refer to the Recommended Updates page for
