Error description

  • IBM Explorer 3.0.0 browse function does not set an ENQ for SEQ
    data set

To reproduce, open a data set in browse mode. (RSE View -
    contextmenu - browse)

In the properties observe that the lock owner is empty and in
    ISPF there is no ENQ.

With the editor still open in ISPF delete the data set. Observe
    that delete succeeds

Observe the same behaviour exists when browsing the data set in
the RDz editor in browse mode from within a plugin.

The data set should be marked as in use (ENQ) while it is open
    for browse.
