* PROBLEM DESCRIPTION: When an EBCDIC .shtml file uses         *
*                      "#include                               *
*                      file=" the included file is not         *
*                      translated                              *
*                      from EBCDIC to ASCII.                   *
****************************************************************
* RECOMMENDATION:  Apply this fix if using SSI                 *
****************************************************************
When an EBCDIC .shtml file uses "#include file=" the included
file
is not translated from EBCDIC to ASCII.

Problem conclusion

mod_charset_lite was modified to identify when an included file
being processed, and apply the same translation as the root
.shtml.

This fix is targeted for ISH fixpacks:
- 8.0.0.13
- 8.5.5.10
- 9.0.0.1
