  * PROBLEM DESCRIPTION: This new function APAR will allow the   *
  *                      user to generate change management (CM) *
  *                      batch parameters using line commands    *
  *                      on the panel for multi-target changes.  *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  This new function APAR will allow the user to issue new line
  commands on panel ADB2C11 'CM - changes', to enter and
  generate CM batch parameters in the batch job for multi-target
  changes.  Prior to this APAR, if a user wanted to use a CM
  batch parameter during the analyze or run process for a multi-
  target change, they would have to edit and enter the parameter
  options manually in the batch job.
  
  New line commands (ANO - Analyze, RNO - Run) will display
  on panels ADBPCMTA 'Generate Multi-target Analyze Job' and
  ADBPCMTR 'Run a Multi-target Change' respectively, where
  the user can enter values for the CM batch parameter fields
  and generate them in the batch job.
  
  The user has a panel driven facility to generate and use CM
  batch parameters for multi-target changes, without having
  to worry about parameter syntax.
