Error description

• When non-unique segments are inserted or deleted during the
  reorganization, ORF job can fail in the Apply phase with only
  the following message:
  HRF01560E SORT failed, Return code is 16

Problem conclusion

• This APAR fixes the program error in the search logic of RBA
  mapping table that is used to identify the segments that are
  inserted during the reorganization and do not have unique keys.
