  This APAR fixes the following problems:
  1.New error message IIUB117E is issued for the initialization
  failure of a segment compression exit routine.
  2. In a SCAN subordinate address space, the address of
  skeleton PST is passed to a segment compression exit routine.
  The skeleton PST is not a real block built in the IMS batch
  region. PSTLOGWA contains the address of 4KB work area and
  the other fields are NULL.
