PI59356: UPDATES TCZ TO ADD ENHANCEMENTS TO THE DDL FOR THE DB2 OFFLOAD TABLES

Error description

• This APAR updates TCz to add the following enhancements to the
  DB2 offload tables:
  1. Add Inline LOBs as a TCz option.
  2. Specify compression in the DDL sample as the new default.
  3. Incorporate the DDL sample into TCz so that changes will not
  be overlaid when the customization jobs are rerun.
