Error description
NCSA access log directive %{R}W represents the service time of the request, from the moment the request is received until the first set of bytes of the response are sent. This should work whether %{R}W or "%{R}W" (%{R}W in quotes) is used. But, "%{R}W" causes the log to contain the characters "%{R}W" instead of the time value. Using %{R}W without the quotes works as expected.

However, when an option that uses curly brackets is enclosed in quotation marks, the resulting logged line shows the name of the quoted option, rather than showing the expected value. For instance, for "%{User-agent}i", an expected result might read: "Mozilla/5.0 (Windows NT 6.1; WOW64; rv:38.0) Gecko/20100101 Firefox/38.0" Instead, the resultshows the option name: "%{User-agent}i".
Problem conclusion
The HTTP Channel's Access Log was modified so that quoted options that make use of curly brackets are evaluated correctly. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.13 and 8.5.5.10 of WebSphere Application Server.
