PI58319: BMP IS RESTARTED WITH CHKPID=LAST EVEN WHEN THE BMP DID NOT TAKE ANY CHECKPOINTS

Error description

• When BMP pauser is enabled, a BMP that was paused before taking
  checkpoints is restarted with CHKPID=LAST, which can cause ABEND
  U0102.

Problem conclusion

• When the BMP pause feature is enabled, a BMP that was paused
  before taking any checkpoints is restarted with CHKPID=LAST and
  gets U0102 abend. This APAR fixes the BMP pauser so it will
  restart such a BMP without specifying CHKPID.
  This APAR modifies the HRFRRCnn modules that are called by the
  HRFRRCXX region controller. If you have added the HRFRRCnn
  modules to the IMS SDFSRESL data set, they need to be modified.
