The DROP statement with the SET ACCEPT_RC statement ensures the new Alias be added successfully. However, dropping the Alias actually is not necessary when using Change Management because in the Change Management path the product always has the full scope of the objects that are affected by a change.
Problem conclusion
The program has been modified to eliminate the attempt to drop the dangling Alias prior to adding a new Alias when analyzing a change using Change Management. While in the classic Compare function, the DROP statement still remains to ensure the success of creating the new Alias.
