The HTTP Channel memory usage when processing inbound headers

Problem conclusion

The HTTP Channel code was modified to optimize memory
consumption while processing headers.

The fix for this APAR is currently targeted for inclusion in fix
packs 8.0.0.13 and 8.5.5.10 for WebSphere Application Server
and fix pack 16.0.0.2 for WebSphere Liberty. Please refer to
