• Closed as program error.

Error description

• Running Change 5.3.0.6 on Unix where a database has been
  disabled, then re-enabled. In some cases under heavy load when
  the Change installation is stopped and restarted, the state of
  the database resorts to being disabled.
  
  What appears to be happening is that under certain conditions
  when the database is re-enabled the entry marking the database
  as down is not updated in the file:
  
  CHANGE_HOME/jetty/webapps/change/WEB-INF/wsconfig/errors.xml

• Fix is available with the next planned release of Rational
