Error description

• The following ORF V1.3 APARs need forward-fitting to DBSP V2.1:
  
   - PI50573: Apply fails with HRF01563E when two online updates
              occur at the same STCK.
   - PI49429: ORF should abort reorganization when TOSI is
              recycled.

Problem conclusion

• This APAR forward-fits the following ORF V1.3 APARs to DBSP V2.1
  - PI50573: Apply fails with HRF01563E when two online updates
            occur at the same STCK
  - PI49429: ORF should abort reorganization when TOSI is recycled
  The following changes are made to DBSP V2.1 ORF:
  - Modifies the apply engine to allow the change records that
   have the same STCK if they update different partitions
  - Modifies ORF to immediately abort the ongoing reorganization
   when TOSI in IMS control region is recycled
