Error description
Rational Developer for System z users get unexpected ICH408I INSUFFICIENT ACCESS AUTHORITY FROM SYS1.*.** (G) for SYS1.PROCLIB The reason is that the LPEX editor searches for // INCLUDE members in SYS1.PROCLIB (hardcoded) when a member is not found the libraries declared in the properties for JCL members. This happens in an environment where the RDz users have been denied access to SYS1.PROCLIB.

**************************************************************** USERS AFFECTED: Rational Developer for System z version 9.x users attempting to resolve JCL include members, or open JCL procedures from the JCL Editor or System z LPEX editor. **************************************************************** PROBLEM DESCRIPTION: The search order allowing the editors to resolve JCL include members or open JCL procedures was as follows: 1) the data sets specified in the JCLLIB statement 2) the data sets specified in the Include and procedure search libraries field on the JCL tab of the resource's Property Group 3) SYS1.PROCLIB - the system default procedure library Errors are encountered in an environment where users have been denied access to SYS1.PROCLIB when the editor attempts to search for JCL include members, or JCL procedures to open. ****************************************************************
Problem conclusion
While the use of SYS1.PROCLIB as the system default procedure library is very common, it is not mandatory. Therefore the search order used by the editors should not include SYS1.PROCLIB by default. The search order allowing the editors to resolve JCL include members or open JCL procedures will be changed to be as follows: 1) the data sets specified in the JCLLIB statement 2) the data sets specified in the Include and procedure search libraries field on the JCL tab of the resource's Property Group If a user would like to add SYS1.PROCLIB to the Include and procedure search libraries field on the JCL tab of the resource's Property Group, then the previous behavior can be re-created.
