• The behavior is inconsistent when XML GENERATE with SUPPRESS is
  used with National, Alphanumeric, and figurative
  constants(high-value, space, etc)

  * PROBLEM DESCRIPTION: Incorrect output: The NATIONAL data     *
  *                      item that is not ZERO but has HEX 0000  *
  *                      in the first N/2 NATIONAL characters,   *
  *                      where N is the total number of          *
  *                      NATIONAL characters in the data item,   *
  *                      is incorrectly suppressed.              *

  * RECOMMENDATION:                                              *

  During SUPPRESS processing, the logic that suppress ZERO for
  NATIONAL data item is incorrect and suppressed more data item
  than expected.
