  PROBLEM SUMMARY:
  This PTF addresses the following problems with the InfoSphere
  Optim Data Tools Runtime Client:
  
  1. IT11223: Clients do not send EI data if the OPM server
     connection is temporarily lost within a
     dataSourceLookupInterval period of time.
  
  2. PI47267: PQCMX library fails to load on Windows when used
     along with the CLI driver.
  
  This PTF also removes support for platform specific installers.
  From now on, only the Optim Data Tools Runtime Client Bulk
  Deploy will be supported.
  
  PROBLEM CONCLUSION:
  InfoSphere Optim Data Tools Runtime Client has been fixed
  to correct the loss of connection and library load failure.
