Error description

• After running RECON Data Set Clean up function (RCU) of DRF
  Extended Functions, the RECON still contains EEQE records
  under some conditions.

Problem conclusion

• DRF/XF is changed to remove EEQEs for function RECON Clean Up.
  Also, function VERIFY (TYPE(OPEN)) is changed so that an 0C4
  ABEND doesn't happen.
