Use Eager parsing mode without ecore annotation.

Problem conclusion
Algorithm was corrected to first check whether the ampersand character is part of an entity and if it is then do not escape it. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.13 and 8.5.5.10.
