Error description

• ORF job can fail when the USERMOD of IMS Program Restart
  Facility is applied to the IMS region controller (DFSRRC00). PRF
  should be disabled under the ORF job.
  

Local fix

• As a workaround, specify the following DD statement in the ORF
  jobstep:
  //IRT$IGNR DD DUMMY

Problem conclusion

• This APAR modifies IMS Online Reorganization Facility to prevent
  IMS Program Restart Facility from being enabled under the
  reorganization job. This APAR also modifies the BMP pause API
  module (HRFOARC0) to fix a communication issue that occurs when
  IMS Program Restart Facility manages BMP pauses on HALDB.
