Error description

• Change Accumulation JCL with SCAN mode generates JCL for a full
  change accum up to current time, regardless if a specific time
  (LOG TIME TO) is provided in the control cards. Change Accum JCL
  without SCAN mode and a specific time (LOG TIME TO) provided
  in the control cards execute the change accum JCL generated up
  to the specified time. We would like the SCAN mode to also
  generate the JCL up to the specified time period rather than up
  to current time.
